The smearing is caused by an archaic system of dirt removal from the early nineties that is extremely outdated by today's technology. It looked fine on smaller CRT televisions for which it was intended, but the defects are much more apparent on HD televisions.
The reason it looks worse on this particular shot is because it's one of the 'crappiest' shots in the whole film due to generation loss with the numerous special effects composites. Even on 35mm elements this shot is full of dirt and grain - it almost looks like 16 or 8mm. So the dirt removal system kicked into overdrive in that shot and created those weird artifacts.
