I'm confused why would you want to reupload files which were put up just hours ago? Search engines are trying to use common logic to group the millions of posts everyday. They check upload name, file name, upload service, session ids, etc. If you restart your upload application during the uploads, more then likely the grouping will be split. Seems fine to me. On your method from the second above post, that all seems good to me. Some programs may have the RAR and PAR in one ap (SimplyRAR for example), but it's still a two step process. I'm not familiar with creating nzbs before the upload is finish.
