I've never run across software that does that, although I haven't been looking for it in particular. Typically if you want two different languages at the same time, you have one dub with another subtitle. Other than that, no idea. If this is worth the effort to you, you could combine the two SRT files yourself into a combination subtitle file, I suppose, but it would be a lot of work.
Keep in mind that although I tried to keep all of my subtitles using the same timing whenever possible, they often do not--which means if you had two subs going simultaneously, dialogue would frequently get translated in one language before it got translated in another language, which could be a little weird looking.
