A) Fett is just doing his job like Han was before the first film ('spice' is probably more Frank Herbert than Martin Yan). In many ways Fett is Solo's shadow. He has the fancy ride, he is truly mercenary and he is truly solo (no hairy co-pilot for him).
B) Solo isn't the guy he was in the first film. Like Lando (who is a projection of Han's future when we see him first) he has responsible, tied up his horse and is almost ready to settle down.
Having ROTJ Solo fight Fett as an act of revenge is as out of character as having ANH Solo let Greedo get a shot in.
My dream confrontation between the two guys would be to set up such a moment and have Solo walk away from it and almost feel pity for Fett stuck as he is deeper down the hole he used to be in.
If you want real character development for Han, have him save Fett from the pit.
