That way the army could be formed at the beginning and Kenobi could be on a troop inspection only to find out they are clones rather than normal recruits.
I accomplished similar without that deleted scene for my work-in-progress edit and posted it here some time ago. Some of my videos have been removed from youtube unfortunately. In my edit, the clone army isn't a secret so the senate scene discussing the army is cut to shreds and put nearer the start of the film. Notice the change of Yoda's line:
