In the top right hand corner of the screen there is a link to your private messages. This changes to "x unread private messages" if you have new messages in your inbox. There is also a setting in the forum preferences to be notified by email when you have a new message.

You do not need to notify someone in a forum thread.

To be fair, some people only come to the forum when a thread they are subscribed to is bumped, and it's reasonable to think that he's subscribed to this thread.
