It makes no sense and it aggravates me. I'd rather click on part 1 and find out the whole thing had been blocked, than click on and watch parts 1-3, get into the story, and then find out that part 4 is blocked.
In some instances there's a song in the theoretical "part 4" that gets the attention of the music auto detection. The other parts lack this thus are available for viewing. Other times I have little clue since the user attempted to upload the video again, just flipped, and it works...
