No the PT wouldn't be about Rebellion at all. The Empire forms at the end of Episode II and Episode III deals with Anakin's full transformation to Darth Vader and the events of the Jedi Purge and the birth of Luke/Leia etc.
As I see it, Episode I would be about finding Anakin, the beginning of the Clone Wars, and all that and Episode II would be about the Clone Wars, it's end, and the beginning of the Empire.
In no way would the whole trilogy be about the Rebellion, which wouldn't even be former yet even by Episode III.
If the Empire existed for 40 years prior to ANH, and Luke is born 18 years prior to ANH, how could the Empire just get formed at the end of Episode II? Does Episode III cover 22 years?
