I guess it being the Empire in name only until the purge/Anakin's turn could have been the case, with perhaps Palpatine at that point being a quasi-Augustus type who brought stability to the galaxy. Or hell, if you really wanted to be radical, maybe Palpatine wasn't even the first Emperor.
