Yes but, maybe Vader would take some level of satisfaction in seeing the blip of the EKG level off; not to mention the satisfaction of seeing an additional visual of fear.

Although, I'm sure he can "sense" such things, being that fear is an emotion leading one to the dark side anyway.

As for the Empire itself, you are absolutely correct. Their employees are just numbers to them. Why do you think stormtrooper armor is designed to allow the wearer to be killed in a single shot? You should hear about their "retirement" plan. Let's just say that it would be better to work until one dies of natural causes...
