Patrick - I use High Quality (Slow) myself - I also set it to 2nd pass VBR, deinterlace and output as progressive (only IF the source is VHS or LD) and set the audio to PCM if my source is a CLEAN stereo or If I filter the audio (Adobe+Goldwave)

And As for the Soften Block Noise - I only use it when converting a LOW quality source like a downloaded AVI or QT (fanfilms and stuff like that) I use the setting at 15 x 15
