He doesn't.  Your reading comprehension is subjective to your misplaced anger.

The LOC has multiple copies of all the Star Wars films and all their variations.  The National Film Registry is a separate body and it's that copy which is subjected to the debate of if it is or is not a SE copy and did the NFR accept or not accept it, but more importantly the sequence of when these events occurred.  (the NFR is a subpart the LOC)

 

What If GL even lobbies congress to make a law forcing private collectors to fork up their own prints of the originals?

and now to feed your insanity, he's already got that POWAAHHH.  Illegal prints are illegal prints.  Your law idea will come about when the technology to scan film prints comes down in price.
