To keep it out of the hands of pirates would be one reason it is not available usually at the consumer level.

Another reason is parts and repair are costly, the build quality of the optics used is also expensive.

Sure you could get cheap 35mm surplus parts and build your own rig to make a movie, but i am sure you would be better off renting the equipment.

If Kodachrome was still available it would be better to shoot on 8mm or 16mm, but since that is phased out there is now no consumer grade even measurable by the pro level tech.

Film students and independents almost exclusively now use HD video.  Its sad but true.
