Okay, the first way to look at this is real-world costume design practicality: Obi-wan: major character, a jedi, jedi are space samurai, costume done. Extras are more afterthought. Second way in-universe: the jedi (like monks) wear humble peasant costume befitting their non-materialistic world-view. But i really think Obi-wan's look was developed with more the mindset "this is what a space samurai would wear" , a later stipulation being "he's in hiding, nothing too flashy"
