It's not just the States; several of the provinces in Canada have instituted state-run auto insurance programmes with no-fault in order to cut down on the outrageous claims that happen in negligence suits and (theoretically) keep premiums low.
Everyone everywhere is lawsuit happy. At least it'll keep me working... lol. I'm avoiding personal injury law like the plague it is.
