I think anything with a strong mind can control the Force to a degree, but the more midichlorians you have the more "force-sensetive" you are.

Even in the OT the force had something to do with genetics. "The Force is strong in my family. My Father has it. I have it. My...sister has it."

And remember Han and Lando and Mon Mothma couldn't use the Force.
