Does the 360's game of the year edition have the levels where you play as the Joker, or is that still PS3 exclusive? Maybe I should get it for the PS3 just so I have something to play on it.

No, the GotY has some extra challenge levels (that I didn't really play) and the Joker remained a PS3 exclusive. I would have liked to have played the Joker bit, but I understand it's maybe 30 minutes or so.
