Unfortunately, that's true. Here is an excerpt from an Entertainment Weekly article addressing that very issue.

Lucas, who is also producing and financing, needs reshoots and must do them himself. Call me cynical but it sounds like George isn't even waiting for the 1.0 release before he starts making alterations and revising his original vision for the film! *sigh*
