No, it's not. The smoke is surely an on-set effect and is exactly the same in the OOT as in the SE. The problem is that this shot is very unsharp and extremely grainy in the GOUT. I can't put less smoke there, it looks too bad that way, I was actually tempted to add more of it. You must keep in mind that YOUTUBE compression takes away a lot of fine detail and therefore makes the quality difference less pronounced. Also, I made some more tweaks to the smoke in this video.
I swear its going the other way in the GOUT footage. watch this and go to 0:06. I swear to god the smoke moves the other way then back again when the 2004 footage returns. Maybe I'm hallucinating when I watch that clip?? :0
Either way, I still think its better keeping it that way than 'butchering' it with that Chewbacca backwards shot.
Please don't overdo the smoke. It looks passable to me with less. I think you may be be overeacting a bit to the unsharpness of the GOUT shot. Its not as terrible as you are making it out to be. I don't think anyone here, other than you, has stated that it is too bad to use. Its noticable , yes, but not that bad.
Maybe tweeking the GOUT shot for lightness and contrast a bit more may help it blend in better....
