The difference is that a film shot on grainy 8mm stock will never be #1. But there could be a transfer of it that is #2.
I only know the term to mean "reference quality for DVD/BD" not "reference quality for that movie".
There are sites like avsforum that ascribe ratings to film releases, based on criteria they've established, but that's subjective.
Surely 'reference quality' is a subjective term no matter what your definition.
And to appease Mr. Frink:
Star Wars is coming to BD. And Criterion is not doing it.
