She as in drag. They're consistently referred to (and refer to each other) by female pronouns when they're in character (and sometimes out of character... you just get used to it). If that's a bit difficult to get through, it's just like how we refer to Yoda as "he" even though it's just a puppet, or how we refer to young boys in cartoons as "he" even though they're voiced by females because their characters are male.
