Frink is actually exempt from the rules. It's IN the rules. He's kind of like the Infomaniac, only older.

I tracked it down.  It's a piece by a Lego artist named Sean Kenney.  He does some crazy Lego stuff.  Huge pieces, pictures, commissions, etc. 

Depicted are the businessman in "Nightmare at 20,000 feet", Star Trek's iconic Captain James T. Kirk, and Shatner singing in his spoken-word style.
