Based on the fact that this guy has 7 (yes, seven) previous accounts that have been banned, it was only a matter of time before he was banned again. I've therefore decided to save us all the trouble and get rid of him now.

A question, can you see that sort of thing based on his IP address, or is the evidence of different nature? Because if it's the IP address, why haven't you just banned the... IP address? ;)
