For the U.S. Government to find these troops truly not-guilty of anything, they would have to admit that the soldiers are suffering PTSD and then any troop and his family can file for compensation, medical care, etc. Just how do you prove PTSD? It's effects would vary greatly from one troop to the next. They might make an example of these troops just to get the rest of them inline and make the world look, at least a little, more favorably on the U.S. forces in the Middle East.
