I'm all for proposing moral questions. I think the first two acts were great.

But that Picard can defeat the villian with his sheer self-righteousness; that the antaganists moral code is so weak it shatters and totally self-destructs when confronted with a little high-minded language... I found that hard to swallow.

To set up a climate of paranoia and persecution, and then fix everything with a short speech seems a little trite.
