"The Hutts are gangsters!"

TPM. Tatooine. It's clearly established the Republic's laws don't extend that far out into space. The Hutt species is aparently the legitimate government, enforcing contracts and even hosting sporting events.

How can they be gangsters? Whose laws are they breaking?

By ROTJ it's not clear how the Hutts operate, as Tatooine is now at least somewhat under Imperial control.

It's worth noting that in the EU there are actual places known as Hutt Space, where the Hutts appear to have total control, are recognized by the Republic and even negoiated with.

Is it fair to call Jabba a gangster? Or is he actually a sovreign government unto himself?

From what I understand, the Hutts took over certain planets and sectors, which were previously in control of some governments.

They are the Star Wars mafia.

I don't think the Hutts took over the systems and placed themselves in government.  They simply moved to a spot in the desert and bought some politicians to see things went their way.

Yeah.. the Hutts are bad mo-fo's not to be messed with!!  You can however STEP on them in front of their toughest enforcers and have no repercussions!! 

I think they should do a Special Edition of THE GODFATHER... have someone 'bitch slap' Corleone in front of his boys and have him YELP and have his eyes bug out of his head like a Tex Avery cartoon!  Then of course round up every copy of the classic film as it 'previously existed' since clearly it was an unfinished film in 1972 and destroy them!!!  No historical preservations of that horrendous movie from the '70's!!  That would ROCK!!

They are breaking Republic law when they contract with Republic nationals to smuggle spice through Republic territory (which I freely admit is a bit of a retrojection from Jabba's later relationship with Han Solo). And without recognition by the Republic, they cannot be regarded as a legitimate government by any official arm of the Republic government or its constituent elements. It is unlikely even the Tatooine populace considered Jabba their government. He seems to provide no services, no infrastructure, and does not hold a monopoly on the legitimate use of force--posse comitatus and tribal warfare seem common, police unheard of. I'd call him a warlord, but his crew doesn't seem to engage in any kind of warfare. Gangster is apt.

True.  The hutts are mafia-type crime lords who control spice smuggling much like the Al Capone style of gangster who smuggled the hooch and laundered money, extortion, etc.

True, but only in the sense that the scum of the Trade Federation isn't there.  But the TF had legal agreements with system governments, where I don't think the Hutts did.  Aside from the Hutt planet (Nar Shadda? - It's been a long time since I've read any EU), I don't think there would be any Hutts in the Senate representing Tatooine.
