my guess is that they didn't want to have to move too many teams from league to the other and that they wanted to allign the Divisions by location . Teams in the East are in the East Divisions etc....

how did we lose to the Expos? grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr
