It would require new effects work the thing that would be very difficult would be turning the council scenes around.

Putting Dooku into the council scenes would require editing dialogue which would require clean dialogue (no sound effects or score) to play with.

Hopefully the soundboards and Christopher Lee's prolific oeuvre would provide material to build a holographic scene that could be believable.

Maybe Anakin's Jedi test could be moved to Naboo before Yoda reluctantly agrees (but you'd have to lose Qui-Gon) those bits drag like hell anyway.

If the film started on Coruscant you'd have to have the Queen's ship attacked on route to Naboo instead of escaping from it (which would be a good excuse to see the Sith Interceptor in combat).

Replacing the Theed Hanger with the Fed ship hanger or the reactor room would require new effects too.

So it's not easy but within the realms of the possibly possible.
