You can always play NTSC in PAL regions, so no need to wish! :-)
Pupil and I make a sort of hybrid between PAL and NTSC for personal use. It is an mkv encoded at PAL resolution but running at 23.976fps with the audio slowed back down to match. It plays on a media player and is great to watch.
