1)It's totally not really Mark Hamill.
2) He's not wearing the glove (M.H. said he remembers wearing it in that scene).
3) The dismountable lightsaber prop made especially for that scene is not use, insted the riddiculous stand in for M.H. screws with a screwdriver (apparently not actually doing anything) to convey the idea of finishing the sabre.
4) All that footage is shot prequel style (I'm pretty sure that it's the ROTS Vader costume in the Vader shots and it uses a weird video-like zoom and the whole thing just looks like a home made video to me - yes I know it is shot with a camera from a screen but I somehow don't think that is the reason it looks like it does).
I think it sucks ass and it definitely should not be put into the movie, even if they restored the actual original scene. Much like the Jabba scene in SW it was originally cut for a good reason and should be kept out.
I own a Master Replicas ROTS helmet and this looks more like a ROTJ Vader than ROTS.
Um yeah he gets his glove after this scene. This is obviously the scene where he's in Obi-Wan's hut having gained the knowledge of how to contruct his own light-sabre and making the finishing touches.
Who can say if it really is Mark Hamill or not. Look at the New Tron Legacy trailer and what they did with Jeff Bridges. It would have been even easier for Lucasarts to CG Mark Hamils Lips and bum chin hehe.
Just have to wait and see ;-)
