Part of me wants to believe that it is the "missing" scene, but why have we never seen anything but a matte painting until this week? It's been 27 years, that's impressive. We've seen several pictures from the Sandstorm scene later in the movie, and it didn't make it this far into the edit...
Maybe when we see more in better quality, with some dialog that couldn't be taken from alternate takes from other movies, I'll be more accepting, but knowing how Lucas bends the past, I'm afraid.
