Well here's a tip for ya :)

This is from Star wars manga (sorry i had to take a photo of the page) you can see that the senate is armed to death and a tall tower is in the middle with palps inside it. you can take that concept and push it even more taking the tower to be the tallest building of the planet.

You can make new mattes showing the grand reveal of the tower. like the old movies of 50s that were blury and moody with big headlights aiming to teh sky(like 20th logo ones) You can simulate a retro feeling by adding patrols of star destroyers around the city. like Metropolis
