If there is a tie at the end of voting(at 12 AM 08/07/2010), the first new vote or change of vote after the deadline(at 12 AM 08/07/2010), breaks the tie. Once the tie is broken, no new votes will be counted, no one will be allowed to change their vote, and the results become official. Remember, it is only in the event of a tie, at the deadline(at 12 AM 08/07/2010), that anything that happens after the deadline(at 12 AM 08/07/2010) will count.
