The way I look at it is this:
Wielding a lightsaber is similar to wielding a sword. (The difference is in the balance of the weapon. The Lightsaber's blade has no weight to it).
Anyone can "use" a lightsaber. Hey, anyone can probably fight with a lightsaber, provided their target was either inanimate, motionless, or at the most, non-force sensitive. Even then, they run the risk of hurting themselves as much, if not more than their target.
A trained Jedi with a lightsaber, though, will cut a non-force sensitive down in a heartbeat.

To effectively use a lightsaber, it takes precise movement and timing. The Force allows Jedi to have that precision, and fight with a high level of speed. I think we saw this in the Maul duel in the end of EP1.

Along the same lines, a droid with the proper programming, motor system, actuators, etc. would be able to have precise movement, timing and high speed.

Summary: I do not see the Force as a prerequisite for using a lightsaber. But having the Force (or cybornetically enhanced speed and timing) would allow one to excel with it.
