It was just too fun of an opportunity to let pass by. (By the way, I am now very fond of the word "niggled" and intend to use it at every opportunity I get.)
I noticed the dictionary on my Mac (Oxford American Dictionary) actually has an "offensive" label on "niggardly" and a warning against use because it can cause unintentional offense (what do you bet that was added in the 2000 edition, shortly after the Howard incident took place?). So Gaff, looks like your fear has already come true, the word is dead and can no longer be used legitimately. Even the Oxford dictionary condemns it and considers it "often offensive".
