Adding a second Death Star would radically change the movie, but how could th rest of the movie tie together, new elements would need filmed including Ackbar & Lando's reaction. Will there be a decision for a second DS attack run, if so would this not be confusing for the viewer, Lando's DS Attack run, Luke's battle in the tower, Han & Leia's Endor adventure with the Ewoks, then _____?'s attack on the other Death Star.
Maybe thats why Lucas dropped the 2 DS scenario.

Seeing as If I were to do a TPM reworking I'd redub all the Trade Federation guys, I did suggest changing "There's too many off them" guy's line to "Now there are two of them".
You have already had the reactions to the first Death Star being operational, by the time the second is thrown in most of the other characters will be so stuck into the thick of the blood bath to A) respond again B) retreat.
This would only work if you went for the two fully functional Death Stars gambit with Piett switching sides to save his fleet (you need something else to destroy the other Death Star).
You could add a line into the briefing that Rebel Fleet hasn't enough firepower to destroy even a partially constructed Death Star but with Piett and a few other Imperials thrown in they could destroy the Emperors station (by attacking the weakest point of the incomplete side while Lando and the fighters destroy the one they were planning to destroy anyway.
