Going by what Needa says in ESB cloaking devices do exist in the Star Wars universe but can't be fitted on small ships maybe the other Death Star is invisible until it needs to open fire.

Well thats the tricky part isnt it? Going into a usual PT or sci fi approach the common would be to see a station de-cloaking with a pretty visual effect.

But the point is in ESB we never see actually that device works...visually.

I think it will brake the entire idea of showing something so big with such an approach.

Going alternatively you can place a mini superlaser to executor ala Eclipse SSD.

As for the construction of the death star i think is the key point show time pacing when you can establish how % is done as the shots are changing.

in other words you cant have the same death star at any of the ROTJ's shots :)
