I'm sure his intention was to keep Luke away from Leia and company, thereby forcing him in Vader's direction instead. We'll just have to go with he's a badass enough bounty hunter to not have actually hit Luke.

Fett knew Luke was tailing them so he fired a few shots to keep at bay. He also might have been deliberately leading him to the carbon chamber (it's quite a coincidence that Luke just happened to step on that platform), but wanted to make sure Luke didn't get too close.
He would have had to make a very quick escape.
I don't think he actually cared about Vader's intention at that point. He was just interested in keeping his bounty safe from the kid.
I think if Luke had gotten capped while sneaking up on a bounty hunter who was firing backwards while fleeing then Vader would have been like all "meh, I guess my boy wasn't worth it."

I always figured Boba had been briefed on the situation and it was a warning shot of sorts.
There's an interesting dynamic between Vader and Fett - who else could've criticised Vader "he's no good to me dead" etc, it's like the two guys definitely understood each other even when at odds, with mutual respect.
That's why I found Boba's movie demise disappointing on subsequent viewing (though a cheap laugh at the time) and surprised Anakin and Boba didn't have any kind of relationship to speak of in the prequels, despite every other character knowing every other character (Yoda and Chewie ..really?!)
Boba played a big part in the recent Clone Wars season finale, so he and Anakin may cross paths again.
