I think that there is a large part of time that passes between Lando's address and them reaching the Falcon. This is how i see it: The first door they go to when he addresses the city is where Lando's ship is docked. But they can't get to it so Lando then decides to head for the Falcon, which is in a different part of the city. Now he's only just addressed the city but in the next shot we see people running with some of their belongings. A bit too quick for them to have heard the announcement, gathered their stuff and started escaping, to be happening immediately after the announcement.
Ah I see, that makes perfect sence...except for the lighting of the sky which looks exactly like it does when the falcon takes off. Would you consider lightening the sky up just a tad in that small scene? However, if your content with how it is, then I can easily live with it also.

It's because they're reverse angles. For instance, if you face north, the sky is moving to your right, but if you face south, it is moving to the left, yet the fact is it's moving east regardless of which way you face.

There's one detail I think all of you may have missed on those two pics posted. The lighting on the clouds as we face the storm troopers is back lit and they should not be back lit. They should only be back lit when we see the falcon take off.
I made a quickie to demonstrate. I tried to darken the upper sky but it proved too difficult, and looked bad compared to the clouds. I could only darken the clouds.
