Yeah, I think it's the finale of act 2.
And I'd argue that act 2 begins after Luke finds Owen and Beru's charred remains or right after he says, "I want to learn the ways of the force and become a Jedi like my father." That's really the point where it becomes less character introduction and more "accepted the call, let the plot move forward."
