This is by far, the most uninformed statement I've heard in a while. A corporation also must serve the people they cater to or they risk losing business and thereby losing money. Have you ever complained to a business? I'll bet you saw results immediately. The managers wages are directly related to income, therefor they kiss the customers ass. Instead with a government, you have no reliance upon your money because it is forcefully taken in the form of taxes. A bureaucrat has no qualms telling you to get bent because his wages are not directly related to you, so who cares, they'll get paid regardless and they do not worry about their "business" going bankrupt because, hey, they can just tax you more!! Unless you actually think the Post Office, Medicaid, Medicare, Social Security, and Amtrak are being run efficiently, government has proven it cannot effectively or efficiently serve the people.

The answer is "c", he is moving rapidly so you want to aim where he will be, not where he was. Also, taking out a leg will not stop him, you need to finish him completely by taking his head off. Of course, you need a decent weapon also which has a sufficient caliber and velocity of bullet.

I would like to avoid hitting the sister if possible.
Also could improvised melee weapons be useful during this crisis?

I would use an AR-15 rifle chambered for .223 caliber, put an EOTech L-3 holographic sight on it and you'll be able to pluck his ass pretty cleanly and efficiently, at least the killing part, I can't promise the aftermath would be clean.

but wouldn't you aim for an area a bit below C? I would think you'd have less chance of missing if you aim for the chest/stomach area rather than the head.

Either one wouldn't be bad. Since it would be a side shot, the potential would be higher that you'd hit a vital organ, but there still that chance you could miss his heart. So, I still say the head, always better to aim for the head. Shots the body also could lead to the bad guy having a few moments to react whereas a head shot is instant. I don't think the body is any better a target than the head.

Sneaking up on him would hinge on knowing exactly where he was going to strike.
Now in this situation you have a near infinite number of nurses and presumably more than one perp (unless he has some kind of teleport device we don't know about).
Maximum carnage could be achieved if you fitted some kind of bottomless pit in the path of the victim but hooked up to a colour detection device.
The nurses are wearing some white but the red cardigan may be a life saver as it could bleed enough colour onto her uniform not to trigger the detector.
Even near bottomless pits can be very effective as seen in this scientifically accurate crime scene reconstruction:
