Lots of things in life are Ebb and Flow.  When business is up, you hire new people.  When business is down (see: recent recession) you fire people.  That is business.  It's not always very nice, but if you don't do it... then the whole business sinks (see: lots of companies).

The Gov't, however, never contracts.  It expands when it finds new work... but it never lets those people go.  It only gets bigger. 

Thomas Jefferson didn't think the Federal Gov't should be in the 'money printing' business.  I'm not sure I agree... I think having a national currency vouched for by the Feds is a good thing... But that just goes to show the size of Gov't he was expecting.
