He's mentioned that he does pull sounds from there wherever possible, mostly for FX, not so much for dialogue, I imagine.

How does he extract the sounds for use in his edit? I've tried a couple of programs and the sound files don't show up in them. Or does he simple record with a program like Audacity?

Are you sure? I have played most of the audio clips on the soundboard and there are no mp3 files in my temp internet folder. And after doing an extensive search, there are no mp3's on my C drive at all.

I was skeptical of this too, and can't find any mp3s either. I'd wager that fish is mistaken. When you're playing something in flash, it's just an swf file. That's the entire point of flash, everything (sounds, video, pics) is integrated.
