You have access to all the choices but you can only pick a few books at a time and while you might be able guarantee to chose something somewhat useful if you had to do it quickly you may not pick the best choice for that moment in time.
Only through meditating on the choices can you pick the best book for the task at hand.
If you are master librarian you could put your hands on the right book with great speed and may even have much of it's contents committed to memory.
