Completely false. If the slowest speed produces errors on your discs, then your burner is faulty. Higher speeds are otherwise always more likely to produce difficult-to-read discs.
Also note that supported burning speeds are encoded onto blank writeable media too.
I know, it's surprising and not what you'd expect, but try it yourself. Burn two identical discs, one at the lowest speed and one at the speed its rated for and compare the quality of the burn with a program like Nero CD Speed. I think you'll find in most cases that the slow burn produces worse results.
