That sounds like an interlacing issue with the render. Did you perform a 2:3 pulldown removal before importing the video into vegas or just import the ripped DVD mpegs directly into vegas? If you didn't perform the pulldown removal first then that will cause you all sorts of problems because Vegas is useless as correctly identifying the pulldown or the correct field order.
I've also found out why you can't customise the MEG settings. Looking at my version again i noticed that mine is the "pro 9" version and not "studio platinum pro 9". They are 2 completely different products. With the platinum version everything is very basic and is even more buggy than pro 9. It seems also that the platinum version of DVD architect is also minimal which restricts the customisation of Mpeg and AC3 outputs
If you can get hold of the Pro versions of Vegas and DVD ARchitect then you can import your project file into that without problems and it will give you greater control over your video. You can get trial versions here:

What was the file size of the final Mpeg render?
