The Cease and Desist history of Lucasfilm is less about the setting up of an Empire and more about the degredation of the Republic. The Republic had bickering in the Senate which prohibited things from getting done. Individual C&D, although approved by Lucasfilm as an organization, were probably the decision of a select individual. And most of them probably didn't know of the other LFL C&Ds being sent out by other individuals. C&D have become very easy to send out, and I don't see much reflection by the sender to consider the overall picture of their actions. So over time you have a collecting of C&D's which create the picture of an entity with aspirations to clamp down on everything. Lucasfilm seems to have realized this, so representatives like Sansweet go out and spread the gospel that that C&D is 'not what they're about'. And they often change their tune and attempt to collect the creativity of their fans under the starwars.com umbrella. Allowing fans to expand the Expanded Universe history and allowing them to create video mash ups in their not quite FCP setup. While also allowing other filmmaker who make documentaries outside the LFL umbrella on the phenomenon to continue. (StarWoids, Fandom Menace, etc.) This whole internet experiment is a learning experience for all involved.
For instance, as an experiment, attempting to figure out the best way to get 'Thee Backslacpkping With Media' onto twitter. People have file sharing applications for the tweety culture, so why not get the DVD up there as well.
