So when he refers to Luke's feeble skills he is assuming Luke is trying to reflect the blasts himself and not that he is getting some limited help.
Vader on the other hand may be able to see them as he holds the scales.

Hmm. Well the emperor not being able to see them would make sense, he never had a close connection with Ben or Yoda -- unless trying to kill them counts. But how do you show that Vader understands? Or is that the point? Are you looking for a way to illustrate his conflict without a flashback? I wish I knew how to make mock-ups, I'd like to see this in action.
