Online only..the way it works is that you have to have a working e-mail address (a working University address) and that is how Microsoft determines if you are eligible or not. Here's how it goes

1. Enter your e-mail address into Microsoft's site ( http://windows7.digitalriver.com/store/mswpus/en_US/DisplayHomePage?resid=nEUjbgoBAkgAABzVhVYAAAA7&rests=1257209279718 )

2. Check the e-mail address you entered and if you are eligible you will receive the following information from Microsoft 

Congratulations! You are eligible to purchase from the Windows 7 Offer Store

Click on the following link to get started:

When looking-up your order in the future, please use the following password: XXXXXX

PLEASE NOTE: Forwarding this email to others will make you ineligible for the program.

3. In the e-mail you will receive a link that will take you to the Purchase site to get Windows 7 for the discounted price.

4. If you want Windows 7 Professional make sure you click on "Need to join your Schools Network Domain?" at the purchase site. Looks like this.... 

Disclaimer: The file you download is an executable file and it has been reported that people had issues installing Windows 7 using the file. There is a workaround, you have to create an ISO file from the .exe file then you can burn as a bootable disk.

Another option when you are at the purchase site is to get a physical disk which adds about $15 onto the $30.
