The Empire is really Act II so Vader's arrival just tells us that once Luke has sorted one mess, there is still a bigger mess to worry about.
I fancied ending Act I with Luke and the Falcon having to dodge Star Destroyers that Vader has placed waiting for Luke to rescue Han.
It would remind us that the Empire is the bigger fish and that their reach is a bit further than just around the forest moon.
